This bill requires the state revenue commissioner to prepare a report regarding the income tax credit for business enterprises in counties designated as less developed areas. That existing program allows higher income tax credits for the least developed counties. The reports called for in this bill are to be made for 2019-2024 and are to specify items such as the number of employers claiming the credit, the number and value of credits, and estimated economic impact.

This bill redesignates any county to a lower economic development tier when at least 70 percent of the county's workforce commutes outside the county for work. The effect of this change is that businesses creating jobs within a county meeting this percentage would be entitled to higher income tax credits that would otherwise apply.

This bill, if approved in a state wide referendum, will provide a new homestead exemption for military service personnel who serve overseas in support of a military operation. The bill will affect state, county, school, and city ad valorem taxes. The percentage of the taxable value of a homestead that would be exempt from taxes would equal the percentage of the prior calendar year that the military member was on active duty overseas in a military operation. The most significant impact would be expected to occur in counties with high concentrations of active duty personnel.

This proposed constitutional amendment, if ratified in a statewide referendum, would create the Georgia Mental Health and Addiction Treatment Trust Fund for non permanent long-term residential mental health and addiction treatment, holistic mental health and addiction counseling, and treatment alternatives to psychiatric drug therapy. The dedicated source of revenue to fund this purpose is all moneys collected from fees charged for the deactivation of digital blocking capability on products sold in Georgia that make content accessible on the Internet.
